The City of Pearland, TX is seeking to hire a full-time Senior Capital Analyst to provide leadership and technical support to the Chief Financial Officer and Budget Officer, which includes but is not limited to spearheading the preparation and financial administration of the nearly $500M five-year capital improvement plan and capital-related debt issuances. The Senior Capital Analyst earns a competitive salary of $69,594 to $ 88,732/year, based on qualifications. Additionally, the city pays all premiums for our employees' dental, long-term disability protection, and life insurance plus the majority portion of the medical premium for employees and their dependents. ABOUT THE POSITION
Over the past decade, Pearland has been one of the fastest-growing cities in the United States. Now at the tail-end of our build-out, Pearland has a significant Capital Improvement Plan that covers every piece of infrastructure a city needs - including fire stations, water treatment plants, stormwater drainage, new arterial roads, parks, and more.
Pearland is looking to add a key budget team member who performs a variety of complex financial analysis as well as present findings and recommendations to the Budget Officer, CFO, and City Manager's Office in support of the delivery of the $471M capital improvements outlined by the City's five-year CIP. The position also coordinates work with client departments, capital project managers, and Engineering and Public Works staff to ensure projects stay within budget and external funds are fully leveraged.
Your primary role will be to develop the Five-Year Capital Improvement Program in collaboration with Engineering & Public Works and other collaborating departments. This is an annual process where you will work hand-in-glove with our terrific Engineering and Public Works team to collaborate with departments on what projects are needed. The Senior Capital Analyst plays a significant role in determining which projects are most valuable to residents and will help the City Manager's Office prioritize according to the residents' values, council priorities, and financial capacity. You will also recommend funding sources for each project (Debt, Cash, Impact Fees, etc..), and ensure that project budgets are entered into the city's financial system (New World) correctly. This position also performs regular reviews of project expenditures to ensure proper financial management.
This position will also be tasked with creating and maintaining SOPs and will develop financial CIP knowledge in staff throughout the organization.
Additionally, you will assist in preparing the budget based on the organization's performance, estimated revenue, expense reports, and past budget numbers; review department mid-year projections for reasonableness and accuracy, and recommend additional budget allocations as needed.

IDEAL CANDIDATE
The successful candidate will have excellent collaboration and communication skills and be able to interact effectively and courteously with city executives and team members both verbally and in writing. The ideal candidate will have exposure to public sector fund accounting or be passionate about learning how government finances work. Attention to detail is critical in this role, as you will be operating at both the citywide strategic level and project level. You must be comfortable working within a gray area, while also ensuring adherence to policy and legal requirements. Finally, the most important thing is that you are the type of person who enjoys working on our team to come up with new ways to overcome challenges.
The ideal Senior Capital Analyst will be an important contributor to meeting the City's performance goals and plans by taking personal responsibility for overall team results, being able to take the initiative to continually improve the CIP and other finance operations.

EDUCATION AND EXPERIENCE
The chosen candidate will have a bachelor's degree in finance, Public Administration, or a related field, with two to three years of experience working for a municipality in a generalist management position. Any equivalent combination of education and experience which provides the requisite knowledge, skills, and abilities, necessary to success will be considered.
