Project Manager
Job Summary: Act as construction manager and/or project manager for projects as assigned. Includes observing progress at construction site, interfacing with both the construction contractor and design engineer, and overseeing all aspects of the project development; maintain project schedules and budgets, create all necessary project documentation, and coordinate with the right-of-way manager. Review all invoices and requests for payment for accuracy; enforce terms of the project contracts; maintain ultimate responsibility for assigned projects.
Specific Duties and Responsibilities:

Essential Functions:
Regular and timely attendance at work.
Manages multiple complex capital projects under strict deadlines with limited direction.
Develops project objectives, concepts and budget estimates within areas of responsibility.
Develops project schedules and monitors assigned personnel, including contract engineers and consultants to accomplish work.
Reviews plans and specifications for various public works projects; makes recommendations for changes as required; determines project scope, budget, and special concerns and goals; develops Requests for Qualifications (RFQ's); answers questions of consultants interested in responding to RFQ's; develops front-end for bid proposals meeting city specifications; collects, assembles, and reviews proposals; tabulates bids and assists with consultant selection; makes recommendations for approval to contracts.
Applies engineering principles and practices related to capital project design. Project categories include drainage, transportation, parks, facilities, wastewater collection, water treatment, and water distribution. Must have technical knowledge of engineering principles in order to effectively communicate with engineers, consultants, and staff.
Recommends selection of and coordinates work of contractors working on various phases of project; monitors project schedules and manages contract engineers, consultants and contractors to accomplish work.
Works with engineering inspector or contractor to conduct periodic field and construction site observations; ensures contractor compliance with contract documents, plans, and specifications, and time and budget estimates; recommends field changes.
Coordinates projects with businesses, utilities, state and/or federal agencies, and other city departments with a high level of customer service.
Ensures that the plan and schedule for completion of project follow a logical pattern; tracks and monitors/controls construction schedule and associated costs to achieve completion of project on time and within allocated budget.
Assists in the development of design procedures, reviews plans and specifications, prepares project budget and cost estimates. Checks plans and specifications for accuracy of design and completeness; makes recommendations within area(s) of expertise.
Informs and consults with the Director and Assistant Director concerning litigation, change orders, errors and omissions, schedule delays, or budget shortfalls on projects, as soon as the situation arises.
Assists in the development of standard operating procedures within areas of responsibility.
Responds to complaints and assists in solving problems related to construction or City plans; interprets plans and policies; confers with and provides information to property owners, contractors, engineers, consultants and the general public on conformance to standards, plans, specifications, and codes.
Contributes to team effort by performing other related duties as assigned.
Education, Experience, and Licenses:
BS/BA Degree from an accredited college or university and two (2) years experience in construction, engineering or infrastructure project management is required.
Experience may be substituted for degree with two (2) years accomplished work history in Engineering, Right-of-Way Acquisition, Logistics, or Business for each year needed to obtain degree.
Prefer experience with surveying and real estate.
Two (2) years in Municipal Government or five (5) years experience in working with federal, state, and local agencies is preferred.
Valid Texas Driver's License.
Project Management Professional (PMP) Certification required, or the ability to obtain within two (2) years of hire date.
Knowledge, Skills, and Abilities:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals; ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry; ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
To perform this job successfully, an individual should have knowledge of Design software; Project Management software; Spreadsheet software and Word Processing software.
Daily use of truck or car, computer, telephone, calculator, copy machine, fax machine, and engineer's scale.
Knowledge of permitting and zoning issues.
Knowledge of municipal government purchasing laws.
Knowledge of the City's Code of Ordinances.
Works independently or with a team.
Ability to interpret and apply Federal, State, and local policies, laws, and regulations.
