Payroll Specialist

Job Summary:   Responsible for administering all aspects of the payroll process including paycheck production, state and federal reporting, and production of W-2's.


Essential Functions:

Regular and timely attendance at work.

Responsible for all aspects of paycheck production including the input of time, calculation of pay, pay adjustments, final review of the checks for accuracy, distribution of checks and reports, responding to all  payroll related inquiries, and correction of errors

Responsible for proper reporting and timely payment of all payroll related payments, such as retirement, garnishments, federal government levies, 941's and year-end W'2's.

Monitors and prepares all supplemental payments (i.e., child support, ICMA, TMRS, etc.)

Reconcile and report earnings, taxes, and pensions to federal and state agencies.

Prepare month, quarter, and year-end closing for payroll.

Reconcile Payroll sub ledger to general ledger, and accurately maintain.

Prepare audit schedules associated with payroll and provide assistance as needed with annual audit.

Advanced knowledge of payroll laws, rules, and processes and monitor compliance with FLSA and other governmental regulations.

Familiarity with Public Safety schedules, FLSA cycles and 7K exemption.

Continue payroll education to keep current with federal, state, and city rules and regulations.

Train employees on payroll procedures and makes presentations as needed.

Assist with miscellaneous accounting tasks as required.


Education, Experience, and Licenses:

High School Diploma or GED equivalency. 

Associate degree with college coursework in Finance, Accounting, and/or Payroll preferred.

Five (5) to seven (7) years of experience in payroll required.

Certified Payroll Professional (CPP), or equivalent preferred.

Municipal experience preferred.

Intermediate level experience and knowledge with Microsoft Excel.

Valid, class "C" Texas Driver's License.


Knowledge, Skills, and Abilities:

Ability to communicate effectively both verbally and in writing.

Ability to make discretionary decisions and handle confidential and administrative duties.

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals; ability to write routine reports and correspondence; ability to speak effectively before groups of customers or employees of organization.

Ability to calculate figures and amounts.

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with problems involving several concrete variables in standardized situations.

To perform this job successfully, an individual should have knowledge of Accounting software; Payroll software; Microsoft Excel and Word, and report-writing software.

Ability to operate a PC, printer, 10-key calculator, fax machine, copier, burster and check signature machine.

Ability to establish and maintain effective working relationships with co-workers, supervisors and the general public.

Ability to follow oral and written directions.

Ability to work independently with a high degree of accuracy and attention to detail.

Knowledge of accounting and payroll procedures, practices and legal requirements.
