Development Coordinator
Job Summary: This is highly responsible administrative, professional and technical position providing support to developers and citizens proposing development in Pearland. The Development Coordinator assists in monitoring non-residential projects from inception to completion and will field concerns, provide information, assist in resolving conflicts, and investigate complaints. The Development Coordinator strives to improve information exchange and coordination between staff and interested parties.
This position oversees the Development Review Committee which is comprised of various city departments including but not limited to Engineering, Planning, Fire, Public Works, Parks and Recreation, Capital Projects, Economic Development Corporation, Permits and Inspections. The Development Coordinator organizes and facilitates all Pre-Development meetings and other special projects, and serves as the contact person for all non-residential projects. This position serves as an ombudsman to the development and business community, and to the public at large. Work is performed under the general direction of the Community Development Director and requires independent judgment, discretion, and initiative in carrying out the daily operations.
Essential Functions:
Serve as a general resource to the public, developers, consultants and city staff to ensure that all land development and permitting processes/regulations are in compliance with the objectives of the City of Pearland's adopted regulations and codes.
Identify and investigate problems identified by developers and consultants in the development process. Propose resolution to permitting processes and land development regulations make recommendations to the Community Development Director as appropriate.
Participate in and facilitate amendments to the codes and ordinances and standard operating procedures.
Monitor development projects to ensure timely review and completion.
Serve as a liaison/ombudsperson between the development community and the city. Mediate/facilitate differences between city staff and developers/consultants.
Establish methods of outreaching to the development community.
Coordinate review of Development Agreements and other agreements.
Responsible for participation of appropriate staff and consultants in the Development Review Committee meetings, Pre-Development meetings, applicant meetings, Economic Development meetings, Planning and Zoning Commission meetings, and other meetings as required.
Responsible for one-on-one meetings with applicants to understand proposals, review comments and to negotiate or assist in negotiating development solutions.
Assist the Community Development Director in preparing reports and other documents.
Education, Experience, and Licenses:
Graduation from a college or university with a Bachelor's Degree in Urban and Regional Planning, Public Administration, Building Construction Management, Project Management, Civil Engineering or a related field, and five (5) years of relative experience.
OR
Master's Degree in one of the above mentioned academic disciplines may be substituted for two (2) years of experience.
Certificates, Licenses, Registrations:
Valid Class C Texas Driver's License is required.
Certification with the American Institute of Certified Planners (AICP), Professional Engineer (PE) certification or a Building Official (CBO) certification, or similar, preferred.
