General Description:  The purpose of this position within the organization is to manage and oversee the field and office duties related to the Wastewater pre-treatment, Cross connection, Backflow prevention control and the coordination of the Solid Waste program and to ensure compliance with local, state, and federal regulations.

This class of supervisory employee works independently, under limited supervision of the Director/Assistant Director, maintaining compliance with Texas Commission on Environmental Quality (TCEQ) and accomplishing projects, providing operational oversight and reporting major activities through written reports, periodic meetings, and project deliverables.


Essential Functions:

  • Ensures leadership, decision making, and relationships with employees are handled per policy and regulation.
  • Responds to customer and citizen issues.
  • Assists the Assistant Director of Utilities in the preparation of the preliminary and final annual divisional budget.
  • Administers and assists the Pre-treatment Coordinator in the Wastewater Pretreatment Program, which includes on-site inspection and monitoring of industrial users to ensure compliance with all applicable regulations. Conducts violation investigations. Documents and Reports to the appropriate governing authority as necessary and maintains accurate and detailed records available for review at all times.
  • Administers and assists the Backflow Compliance Coordinator in the Cross Connection Control and Backflow Prevention Program.
  • Develops, monitors and updates acceptable practices and procedures for testing of all Backflow Prevention Assemblies as they relate to current State Requirements and the City of Pearland Ordinance.
  • Assists Utility Billing Division of the Finance Department regarding the solid waste contracts and complaints and is the main point of contact with the Solid waste provider.
  • Assists in the development of specifications for the solid waste and debris removal contracts and the bidding and evaluation of those contracts.
  • Manages and monitors the performance of the solid waste provider. Including the implementation of new programs and the promotion of existing programs.
  • Manages and monitors the storm debris removal and storm debris monitoring contracts in accordance with federal procurement and documentation requirements.

Additional Duties:

  • Performs emergency essential duties as required during a partial and/or full emergency operations activation.
  • Performs related work as assigned.


Minimum Education and Experience Requirements:

  • Requires High School graduation or GED equivalent supplemented by specialized courses/training equivalent to completion of one year of college.
  • Requires four or more years increasing responsibility in the maintenance and operations of the water and wastewater field, including a minimum of two (2) years of administrative and supervisory responsibility field or closely related experience.

  • Valid Texas Driver's License

  • Water Class C license preferred but not required
  • Licenses issued by the Texas Commission on Environmental Quality
