General Description

The purpose of this class within the organization is to be responsible for planning, directing and reviewing the activities of the traffic engineering and operation activities according to Transportation Engineering best practices. 

This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Essential Functions:

  • Coordinates with other City departments, adjacent municipalities and other governmental jurisdictions to create a more efficient, safer and seamless transportation grid.
  • Evaluates traffic signal system operations to ensure system effectiveness.
  • Performs/reviews signal optimization analyses, modeling, signal timing and coordination plans 
  • Responds to citizen, employee, and/or departmental requests, questions and complaints (e.g., requests for multiway stop signs, speeding complaints, and requests for new signals.) 
  • Gathers and analyzes data in order to respond to requests, questions, and complaints 
  • Assists in conducting traffic studies (e.g., visibility and parking studies) and analyzes study data in order to troubleshoot and/or prevent traffic problems. 
  • Reviews traffic control device changes, performs on-site field investigations and/or traffic design problems; recommends capital improvement projects as it relates to traffic/transportation improvements.
  • Coordinates with other City departments for future traffic control needs. These departments include, but are not limited to: Engineering, Public Works, Fire, Police and Planning.
  • Analyzes and reports information to the Traffic Committee regarding traffic problems and prioritization lists for the installation of street lights and signals and provides recommendations.
  • Coordinate the development, maintenance, and review of division's programs. Plan, manage, and deploy department resources in manner that demonstrates ongoing willingness and ability to adapt to change and shifting priorities.
  • Develops, implements and manages citywide traffic signal timing and re-timing plans.
  • Works with staff, TxDOT and H-GAC in obtaining available outside funding
  • Develops and implements engineering plans in assigned area of responsibility.
  • Prepares speeches, reports and other presentations dealing with traffic in the City.  May address community and citizen groups to discuss concerns, request, or to inform them of current standards and projects.

 Additional Duties:

  • Analyzes, reviews and critiques private development plans to ensure they are in accordance with City ordinances and established Transportation Engineering Guidelines.
  • Manages other assigned projects, which includes: project design and implementation; identifying and procuring appropriate resources participating in the selection of design consultants; reviewing plans; coordinating and administering construction bidding processes; administering construction contracts; responding to technical project inquiries; approving payments within established guidelines; monitoring project budgets; ensuring conformance with project timelines and fiscal constraints; authorizing payments to contractors; administering construction contracts; and/or, performing other related activities.
  • Performs other duties as assigned.

Minimum Education and Experience Requirements:

  • Requires a Bachelor's Degree in engineering or closely related field.
  • Requires five years engineering or closely related experience.

Special Certifications and Licenses:

  1. Professional Engineers License or ability to obtain within nine months of employment.
  2. Valid Texas Drivers' License
