JOB SUMMARY

The purpose of this class within the organization is to review and analyze activities of workers engaged in calculating, posting, and verifying duties to obtain and record financial data for use in maintaining accounting, budget analysis, and statistical records.

This class works independently, under limited supervision, reporting major activities through periodic meetings.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

Essential Functions:

Reconcile investments, property taxes, fixed assets and all bank accounts; creates journal entries; posts to the general ledger.

Reconciles all of the City's credit card accounts used to accept payments from external customers.

Manages all aspects of the City's purchasing card program including drafting and updating policy, setting up new cardholders, verifying documentation of all p-card transactions, approving p-card transactions, and assisting cardholders with issues.

Assists Staff Accountant with daily activities.

Processes and approves or denies all requests for payment of business travel expenses, including travel advance requests and requests for reimbursement of expenses already incurred.

Coordinates and assists with weekly cashier's cash audit for all departments in a rotation week.

Supervises the payroll function and the work of the Payroll Specialist, including answering payroll questions, resolving issues that arise, and correcting mistakes made.

Reconciles payroll tax payments to ensure accuracy; makes any payments owed and claims any refunds due; prepares quarterly payroll tax report.

Additional Duties:

Assists employees with per diems and travel expenses to verify and post for approval.

Verifies and ensures the timely and accurate posting of departmental financial data to the general ledger and performs any necessary reconciliation and/or adjustments as necessary.

Serves as a liaison to external auditors, prepares schedules and reports, answers questions as necessary; assists in preparing the comprehensive annual financial report; assist with relating annual financial audit.

Performs related work as assigned.

Minimum Education and Experience Requirements:

Requires a Bachelor's Degree in accounting, finance, or closely related field.

Requires four years accounting or closely related experience.
