HOURS:   12 hour shifts - must be able to work nights

Job Summary:     Receives calls from public regarding Police emergencies, Fire and EMS services, Animal Control and City Water and Sewer issues; monitors radio channels, answer in-coming calls including 9-1-1; dispatches communications to appropriate units for service/investigation by performing the following duties.

Essential Functions:
Regular and timely attendance at work.

Monitor and operate emergency and non-emergency service telephones and radio communication systems to dispatch police officers within the City of Pearland.

Monitor and operate emergency and non-emergency service telephones and radio communication systems to dispatch fire, EMS, wrecker, Animal Control, and, after hours, other City personnel.

Operate and monitor local, state, and national crime information computer systems including TLETS/NLETS, TCIC/NCIC, CAD/RMS, to assist officers in performing their duties.

Verify location and seriousness of emergency and response needed by answering calls, taking messages, and/or answering questions from remote units; coordinate police, fire, ambulance, and other emergency requests as appropriate.

Monitor dispatched units and, when necessary, serves as liaison with caller; relay instructions to closest and most suitable units available, and maintain various logs recording activities for documentation and future reference.

Communicate with police officers, emergency and non-emergency callers, walk-in visitors, city staff, and others concerning public safety and other city service.

Monitor camera equipment and change tapes as needed.

Relay information between hospital staff and emergency medical technicians at site or in ambulance.

Provide preliminary first aid instructions before paramedic truck or ambulance arrives.

Transmit and receive messages between divisions of own agency and other law enforcement agencies.

Monitor silent alarm system to detect illegal entry into business establishments.

Deal with after hour calls at walk-up window, call-out for other City departments such as Animal Control, Water and Sewer, Parks, etc., and keep a log of calls.

Assist other agencies; confirm warrants, and send teletypes.

Contribute to team effort by performing other related duties as assigned.

Education, Experience, and Licenses:
High school diploma or equivalent required.

One (1) to three (3) years related experience and/or training required.

Must be able to pass a background criminal history check by fingerprint submission to the FBI.

Must possess the Telecommunications Operator Certification issued by the Texas Department of Public Safety is required, or be able to attend and pass a five (5) day, forty (40) hour Texas Department of Public Safety course that provides certification.

An equivalent combination of education and experience will be considered.

Valid Class "C" Texas Driver's License required.

Knowledge, Skills, and Abilities:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals; ability to write routine reports and correspondence; ability to speak effectively before groups of customers or employees of organization.

Ability to add and subtract two digit numbers and to multiply and divide with 10's and 100's; ability to perform these operations using units of American money and weight measurement, volume, and distance.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
To perform this job successfully, an individual should have knowledge of Database software and Word Processing software.

Skill to make data entries into the computer; to operate a two-way radio, to monitor camera equipment, telephone recording ew2uipment and other communications equipment.

Skill to type a minimum of 35 words per minute.

The ability to work effectively in a diverse environment with a variety of individuals is required.

Ability to establish and maintain professional working relationships with Pearland Police and other law enforcement personnel, Volunteer Fire Department, Emergency Medical personnel, Humane Officers, City Water and Sewer personnel, co-workers and citizens, is required.

Ability to respond to and apply established procedures in emergency situations.

Ability to multi-task is essential.

Bi-Lingual in English/Spanish is preferred.

Some knowledge of dispatch methods, practices and procedures used by a Police Department is preferred.

Some knowledge of Pearland city limit boundaries, street names and their locations is preferred.

Ability to operate a PC/keyboard, 9-1-1 mouse/keyboard, radio consoles, telephone, VCR, TLETS printer, paper shredder, copier, Dictaphone recorder system, fax machine, Key Map, City's Book of Ordinances, Penal Code, stapler, and other related office equipment
