General Statement of Job
Responsibilities include overseeing the maintenance, daily cleaning, and operations of a 107,000 sq. ft. facility, to include recreational, rental, and office areas.

Supervisory Functions
Directly supervises 1-3 full time employees, and indirectly supervises 4-6 full time, and 46 part time employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Essential Functions

  • Regular and timely attendance at work.
  • Maintain Standard Operating Procedures by developing and implementing processes for organization, structure, and communication. Track and log data, analyze and make improvements based on data summary.
  • Maintain facility and equipment to include building and grounds, warranties, safety and appearance checks, and inventory control. Documentation and schedule maintenance and follow through.
  • Identifies, prepares, and justifies annual budget request for 3340 division and monitors expenditures and revenues.
  • Addressing complaints and resolving problems associated with programs, facility rentals, memberships and staff.
  • Responsible for management of all RCN contracts.
  • Manage and maintain software programs for camera surveillance, maglocks, and marquee.
  • Oversee marketing and promotional efforts for the RCN, programs, rentals, and events.
  • Monitor and assist with the operation of the Natatorium, this requires a Certified Pool Operator's certification.
  • Develop emergency response plan, implement and train staff accordingly.
  • Be available for immediate call-in due to any natural or man made disaster, or any other event the Assistant Director/Director of Parks and Recreation/City Manager deem necessary.
  • Contribute to team effort by performing other related duties as assigned.

Education, Experience, and Licenses

  • Bachelor Degree in Recreational Programming, Organization and Administration of Health, Physical Education/Recreation or a related field, required.
  • A minimum of four (4) years of progressive experience recreation programming, required. 
  • A minimum of four (4) years of experience in facility management, required.
  • Aquatic facility management experience, preferred.
  • Municipal Government experience, preferred.
  • Valid Class C Texas Driver's License, required.
  • First Aid and CPR Certification required, or the ability to obtain in six (6) months of hire date.
  • Certified Parks & Recreation Professional (CPRP), preferred.
  • Certified Pool Operator and/or Aquatic Facility Operator required, or the ability to obtain in (6) months of hire.

Knowledge, Skills, and Abilities

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals; ability to write routine reports and correspondence; ability to speak effectively before groups of customers or employees of organization.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals; ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form; ability to deal with problems involving several concrete variables in standardized situations.
  • To perform this job successfully, an individual should have knowledge of Database software; spreadsheet software and Word Processing software.
  • Ability to operate a Personal Computer, telephone, fax machine, and copier. Occasionally use City or personal vehicle to complete tasks
