The City of Pearland, TX is seeking a Vice-President to lead and improve aspects of the day-to-day operations of our Pearland Economic Development Corporation (PEDC).

The Vice-President of PEDC earns a competitive annual salary based on qualifications and experience.

General Description
The purpose of this job within the organization is to oversee the implementation of strategies to attract new jobs and new investment in Pearland, TX by developing relationships with commercial real estate personnel, professional site selection consultants, business prospects, and more. The Vice President also oversees the Workforce Development Program and Pearland Innovation Hub and serves as the President in his/her absence.
This job works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Essential Functions:
- Ensures that relocation prospects are efficiently and effectively supported and managed.
- Optimizes a program to retain and expand existing Pearland employers.
- Builds recruitment networks through attendance at high-value industry meetings and conferences.
- Reviews and approves purchase orders and invoices.
- Ensures company compliance with all of the corporation's and the City of Pearland's economic development assistance agreements.
- Leads negotiations on business partnerships or development agreements for commercial and industrial businesses development in the City, which may include tax abatement options, Tax Increment Reinvestment Zone agreements, or similar business development incentives.
- Assists in the implementation of the corporation's strategic priorities and program of work.
- Identifies, pursues, and successfully attracts quality development opportunities that result in job creation and capital investment; serves as a point of contact for developers seeking approvals from the City.
- Oversees the work of the Workforce Development Director and the Pearland Innovation Hub Navigator managing their respective programs, ensuring performance measures are met; provides advice, guidance, and training to Workforce Development Director and Pearland Innovation Hub Navigator when necessary.
- Leads initial site development efforts including site planning and land acquisition preparations.
- Assists in the implementation of the corporation's marketing plan.
Additional Duties:
- Qualifies, prioritizes and maintains regular contract with attraction and retention prospects; utilizes salesforce for tracking of all leads and prospects.
- Designs, writes, and prepares prospective business proposals in response to requests for information and requests for proposals including information on various local and state incentive programs, training assistance programs and financial packaging, and the impact on corporate financial statements.
- Designs and organizes prospect recruitment visits and presentations; provides prospects with technical assistance on labor, utility, real estate, incentives, financing, transportation, quality of life and other related business needs to meet prospect requirements; prepares and presents community comparative advantages; designs and implements detailed community and site tours; organizes private industry interviews.
- Responsible for corporation's Business Retention and Expansion Program.
- Oversees the corporation's contractual relationship with the Pearland Chamber of Commerce.
- Attends professional development training and stays current on new economic development trends, ideas, and practices.
- Ensures company compliance with all of the corporation's and the City of Pearland's economic development assistance agreements.
- Develops, maintains, and fosters positive, collaborative relationships with other community resources involved in business and economic development.
- Conducts overnight travel as necessary to meet with business prospects, participate in marketing events and meetings.
- Performs related work as assigned
Minimum Education and Experience Requirements:
- Requires a bachelor's degree in business, economics or closely related field.
- Requires six years economic development or closely related experience.
Special Certifications and Licenses:
- Valid Texas Driver's License
- Certified Economic Developer
